Just a small question are you in the My Documents folder that has the Egosoft directory or the Steam directory assuming of course you gt the game on Steam?

That's what I want to know as well, my theory is is that the devs are just being lazy. I mean if the code worked in XR why wouldn't it work in X4? Have you tried lock box hunting? I've found a few in those, also the civilian traffic if you accidentally pop a few of them the beef can be found in the loot they drop sometimes, also the rare criminal civilian ship will have em as well.
