7.00 B4 HF 1 - Dr Rick, lips not moving while speaking (minor PiP glitch)

While looking at another report using the Pioneer start, I noted Dr Rick does not move his lips in any of the calls while placing the satellites. After the last one is placed his background chages and he resumes lip movement. Load the save and drop a satellite should demo it.
